Lane in each direction along Oso temporarily removed as part of Caltrans project

Caltrans District 12 has started work on a project – beginning with temporarily removing a travel lane in each direction along Oso Parkway – that is located primarily along the I-5 Freeway between the San Juan Capistrano and Irvine.

The project’s objective is to extend the pavement’s life expectancy, upgrade lighting and signage panels as well as drainage systems. In addition to the improvements along the freeway, the Caltrans project includes various traffic signal and lane configuration modifications including the addition of bike lanes along Oso Parkway between Cabot Road and the I-5 northbound off-ramp. When completed, Oso Parkway will be configured for three vehicle lanes and a bike lane in each direction. Caltrans expects that their project will take approximately 90 days.

As part of their initial construction staging, Caltrans has removed a lane in each direction along Oso Parkway within the project limits. The City of Mission Viejo is currently working with Caltrans to provide feedback about traffic-related concerns resulting from the current traffic control layout.

City staff contacted Caltrans immediately after the project began to raise concerns about traffic backups. City engineering staff subsequently met on-site with Caltrans engineering staff to discuss potential changes to reduce the project’s impact on traffic. During the meeting, City staff recommended measures such as adjusting signal timing, revising the traffic control setup, and restoring traffic signal detection. Caltrans has implemented some of these recommendations and is currently evaluating others. City staff continues to follow up with Caltrans and is urging the agency to take additional actions to expedite the project and reopen all traffic lanes as quickly as possible.

City Staff Agent, I see no effort in your comment. Not me, not us. What can we do?
How about I (MV) have asked Caltrans for permission to sync the lights and XYZ. We see the same issues and think it can be better. Please be proud in your response and state your name and not just "Staff".

Absolutely horrible and something needs to be done ASAP. From Cabot road, making a left on Oso from the hours of 4pm-5pm is awful. I have to sit at the light for 20 minutes, one day it took 45 min just to get through. Do something about it or do not do construction without a solid plan.

I am writing to formally request that you sync the traffic lights on Oso Parkway from Cabot Road to east of the I-5 Freeway.

The current lack of synchronization has caused major gridlock in the area. Specifically, drivers turning from Cabot Road are becoming trapped because the temporary traffic signal remains red and when the light on Oso turns green motorists have nowhere to go, further compounding the congestion.

Please have a traffic engineer and a Caltrans supervisor monitor this area between the hours of 4:00 PM and 5:00 PM to observe these issues firsthand and implement a solution.

We can no longer travel on Oso to get home from our work commutes. This adds an additional 30-45 minutes (over an hour on the first day of construction!) to our commute. The lane closure was horribly planned.

please sync the lights getting off the freeway southbound. the 3rd lane closure is adding like 15-20min of extra traffic because none of the 3 lights getting off are in sync so its barely 2-3 cars exiting the freeway at a time into another red light.

The planning for this was horrible. How about a sign that announces the lane closure ahead of time and how long it will take? The lights were not well synced to begin with and now it is atrocious. How do you close 2 lanes of a 6 lane bridge and not adjust the lights? I drive this route daily about 3:45 PM and prior to the construction, I called this area "The Gauntlet." Now? I cannot say in a public forum what it I call it.

I live off OSO and Margurite. The traffic is horrendous. Coming off the 5 freeway heading east is confusing. What do the yellow lines mean??are they temporary. Can you now make a UTurn at Starbucks?
You need to pay Baja Finisterra and move the entry way wall back. When you exit you can't see on coming traffic unless you are in the bike lane. This was a planning issue when the lane was widen to the freeway. Mark Chardogon was in charge of the project.

No mention of how long this will take?

It is insane how impactful this is on traffic and ridiculous that they couldn’t do temporary lane closures when necessary only instead of semi-permanently removing the lanes.

Traffic is now unbelievably slow starting at Moulton Pkwy all the way through the construction zone at evening rush hour. It took me 45 minutes to get through there last night instead of the usual 5-7 minutes. At least get the lights synchronized!
